& MATTERS ARISING

3 GOOD NEWS!!!!!!
SR read letter from PDC CEO Jim McKenna 11-04-2002 (see attached) regarding
PDC policy on the Prom. The mood of the group was very positive. PDC now have
a CCC officer on secondment to assist in regeneration strategy. HT mentioned
her role in PZ Chamber of Commerce. SR read a letter from Bert Biscoe CCC (see
attached).
4 REGENERATION PROGRESS
AUDIT PROPOSAL
I was resolved to produce a monthly report to PDC in the form of check-boxes
etc. DA stated FPP should be kept informed of meetings & WIP etc therefore it
was resolved to appoint J Dixon as PDC representative.
5 PENZANCE PROMENADE-
OUR VISION. PROPOSAL FOR CONSULTATION DOCUMENT & PROPOSALS FROM FPP
SR informed the group how the architect J Moreland had offered to amend his
promenade designs. DA commented on how 'Civic Pride' initiative could be used
to bring in outside consultants to which HT responded she considered much money
had been wasted in fees for 'wonderful plans'. Both DA & FA said safety should
be a of paramount importance but TW thought EU safety directives could become
an obstacle to regeneration. She had, however, been in contact with a person
who had fallen on the Prom suffering injury & would be willing to speak up regarding
safety aspects. This would be a matter for further discussion.
6 MEMBERSHIP REPORT
SR told how FPP now had 42 members 7 of whom were from PZ Jubilee Pool Association
& 2 from Australia.
7 REPORTS FROM MEMBERS
OF COMMITTEE
DA (Treasurer) was establishing a bank a/c with Barclays & SR said he had £20.00
in cheques for membership. HT mentioned 'Small Projects Grants' which may be
of use to our group. JD will contact PDC to apply for monies to assist FPP running
expenses.
FA (H&S) was pleased there was WIP but the surface should be of prime importance.
JD to check lighting situation.
HT (Fundraising) said she was attempting to use the now redundant Geological
Museum.
8 THE HARBOUR PROJECT
& ITS RELATIONSHIP WITH THE PROMENADE
SR felt certain people had suspicions FPP were not working in partnership with
others therefore wished to emphasise we fully support all PZ regeneration projects
& wish to work with & incorporate all interested parties.
9 PRESS REPORTS
SR reminded members that all News Releases should be approved by himself, G
Richards or TW.
10 APPOINTMENT OF PATRONS
& POSSIBLE HON PRESIDENT
These now include Lord Bassam, Glynn Ford MEP, Andrew George MP, Dr Caroline
Jackson MEP & Graham Watson MEP.
It was resolved to approach PZ Town Council to request the Mayor be Hon President.
11 JUBILEE POOL AGM
SR told of how he spoken at this meeting in his capacity as FPP Chair & suggested
we work in close association as this facility forms an important aspect of the
Prom. It was resolved the Jubilee Pool Association be granted honorary membership.
12 PENZANCE TOWN COUNCIL
& CIVIC SOCIETY HONORARY MEMBERSHIP
As the representatives were absent this item was not discussed.
13 ANY OTHER BUSINESS
A general discussion followed including: DA talking on H&S problems with mounting
flags on stanchions & he wished to see flora in planters on the Prom so will
contact PDC. It was also suggest we compile a short-term list of items that
could be accomplished this year.
HT informed the group how her many other commitments precluded her from full-time
fund-raising but wished to be involved. She would organise a tombola stall at
Jubilee Pool with profits still with Chamber of Commerce.
JD reminded the meeting PZ Town Council was organising a Jubilee Dance on the
Prom plus there were RNLI & Lions days were FPP could show a presence. He would
contact Mike Cotton (PZ Mayor). He also raised the possibility of a 'Land-Train'
travelling from the bus station to Newlyn returning via Penlee House as there
is no current bus service along this route.
DA & SR considered the possibility of liaison with Newlyn Association to define
the extent of the Prom to westward. DA to action.

Friends of Penzance
Promenade (FPP) held their 3rd meeting 11.00h 23-02-2002 at The
Dock Inn kindly facilitated by mine host Les Rowe, Chaired by Town
Cllr Simon Reed & attended by an interested dozen people.
Among topics discussed
in an extensive agenda were the need for the Mounts Bay hydrographic survey
to be completed asap & probably a new structural survey of the Prom should
be conducted as the last one of 1996 is now obsolete.
Cllr Reed observed DEFRA have concerns regarding the existing structure.
It was noted the group has support from many people & organisations across
the political spectrum including PZ Town Council, PDC Cllrs, County Councillors
& 2 MEPs.
On organisational
aspects- Cllr Dennis Axford was appointed treasurer & it was decided to
make a membership charge of £3.00 which would fund a car-sticker & regular
newsletter a constitution was also adopted.
To promote FPP a stall on the Prom was considered an effective method
of putting our objectives to the public along with a presence at the Spring
Fair & Mazey Day.
PDC have decided to
rename PZ Central Ward Promenade Ward so it was hoped they may take more
interest in the facility.
Joby displayed the
new website which contains archive photographs kindly loaned by Penlee
House plus recent pictures showing the poor state of the Prom. The site
will be updated regularly to include latest news & an on-line membership
application form. The URL chosen was considered particularly apt ie www.stormpages.com/promenade.
Reports on walkabouts
& current maintenance or work in progress revealed the usual problems
of corroded railings, tripping hazards on the paved surface etc. Should
anyone suffer a fall, any injury or observe vandalism or damage on the
Prom they should contact Cllr Simon Reed at PZ Town Clerks Office, Alverton
