And so the mood of evening is the larger and the wiser mood, because we must think less of ourselves and more of God. In the dawn it seems to us that we have our part to play, and that nothing, not even God, can prevent us from exercising our will upon the life about us; but in the evening we begin to wonder how much, after all, we have the strength to effect; we see that even our desires and impulses have their roots far back in a past which no restlessness of design or energy can touch; till we end by thankfulness that we have been allowed to feel and to experience the current of life at all. I sat the other day by the bedside of an old and gracious lady, the widow of a great artist, whose works with all their shapely form and dusky flashes of rich colour hung on the walls of her room. She had lived for many years in the forefront of a great fellowship of art and endeavour; she had seen and known intimately all the greatest figures in the art and literature of the last generation; and she was awaiting with perfect serenity and dignity the close. She said to me with a deep emotion, "Ah, the only thing that I desire is that I may continue to FEEL--that brings suffering in abundance with it, but while we suffer we are at least alive. Once or twice in my life I have felt the numbness of anguish, when a blow had fallen, and I could not even suffer. That is the only thing which I dread--not death, nor silence, but only the obliteration of feeling and love." That was a wonderful saying, full of life and energy. She did not wish to recall the old days, nor hanker after them with an unsatisfied pain; and I saw that an immortal spirit dwelt in that frail body, like a bird in an outworn cage.
The real question, however, as to the substantial underlying identity between the language of the lower animals and our own, turns upon that other question whether or no, in spite of an immeasurable difference of degree, the thought and reason of man and of the lower animals is essentially the same. No one will expect a dog to master and express the varied ideas that are incessantly arising in connection with human affairs. He is a pauper as against a millionaire. To ask him to do so would be like giving a streetboy sixpence and telling him to go and buy himself a founder's share in the New River Company. He would not even know what was meant, and even if he did it would take several millions of sixpences to buy one. It is astonishing what a clever workman will do with very modest tools, or again how far a thrifty housewife will make a very small sum of money go, or again in like manner how many ideas an intelligent brute can receive and convey with its very limited vocabulary; but no one will pretend that a dog's intelligence can ever reach the level of a man's. What we do maintain is that, within its own limited range, it is of the same essential character as our own, and that though a dog's ideas in respect of human affairs are both vague and narrow, yet in respect of canine affairs they are precise enough and extensive enough to deserve no other name than thought or reason. We hold moreover that they communicate their ideas in essentially the same manner as we do--that is to say, by the instrumentality of a code of symbols attached to certain states of mind and material objects, in the first instance arbitrarily, but so persistently, that the presentation of the symbol immediately carries with it the idea which it is intended to convey. Animals can thus receive and impart ideas on all that most concerns them. As my great namesake said some two hundred years ago, they know "what's what, and that's as high as metaphysic wit can fly." And they not only know what's what themselves, but can impart to one another any new what's-whatness that they may have acquired, for they are notoriously able to instruct and correct one another.
Tiberius served under his brother-in-law in Africa, and was the first who scaled the walls of Carthage. He was Quaestor in B.C. 137, and accompanied the Consul C. Hostilius to Spain, where he saved the army by obtaining a treaty with the Numantines, which the Senate refused to ratify.[61] In passing through Etruria, on his way to Spain, Tiberius had observed with grief and indignation the deserted state of that fertile country. Thousands of foreign slaves were tending the flocks and cultivating the soil of the wealthy landowners, while Roman citizens, thus thrown out of employment, could scarcely procure their daily bread, and had not a clod of earth to call their own. He now conceived the design of applying a remedy to this state of things, and with this view became a candidate for the Tribunate, and was elected for the year B.C. 133.
