Sorry, but this would be considered unethical for two reasons. In most countries incest is illegal because it is imoral in society and because any children formed in the union would have possibly harmful recessive genetic effects compounded. It is also against the Wiccan rules to perform a controlling spell such as a love spell to make somebody love you. Whatever controling harm you do to others comes back to you Three Times and I would not wish this of you. Perhaps there are psychological reasons for the attraction to your brother that can be helped by regular therapy.
