I am trying to create a pantheon. I am
soiltary with celtic leanings. But, am having difficulties finding
gods/goddessess from celts I can relate to.

Well, the first step is to read more about the Celtic Gods and Goddesses. Instead of looking through a list of attributes, choose a book that shares stories and legends from the days of old. Then, pray to connect with the Goddesses and Gods on a personal level. More often than not, Witches will speak of a patron deity choosing them rather than actually selecting a patron deity!
